OUTLAY OF 49,800 CRORES
To empower the crores of youth of Bihar and make them self-sufficient,
five ambitious schemes would be launched: Self-help allowance for all between the ages of 20 and 25
to the tune of Rs. 1000 per month which they can avail twice, for a period of 9 months.
State to be guarantor for student loans upto Rs. 4 lakh that would be made available to
all students who have passed class 12 by way of Student Credit Cards and would also support
them through 3% interest subvention. For entrepreneurs, Rs. 500 crores venture capital fund
would be established to promote self-employment and entrepreneurship.
All colleges and universities would be given wi-fi and internet service.
Each district would witness a hi-tech employment exchange where 1.5 crore youth would also be trained in languages,
communication skills and computer literacy.
